Agricultural science and technology policy for growth and poverty reduction AgEcon

This paper argues that the largely unrealized potential of agricultural science and technology (S&T) in promoting growth and poverty reduction in developing countries results from deeply rooted incompatibility among policy environments, institutional arrangements, and micro conditions and behavior in agricultural research and development (R&D). Achieving growth and poverty reduction based on greater agricultural productivity therefore means achieving greater compatibility among these three dimensions of agricultural innovation systems. Challenges and Issues in the Next Decade: A Proactive Role for Agricultural and Resource Economists AgEcon

Economic and environmental challenges in the global economy raise significant issues that require public policy and private sector attention over the next decade. Price volatility, invasive species, sustainable biofuels production, and climate change all affect our agricultural and resource base and its future. Agricultural and resource economists must provide analyses of public policy and private sector strategies based on innovative research that integrates insights across disciplinary boundaries. Proactive communication of the results to decision makers can make a difference in how these important societal issues are addressed and help to shape the future.

RELEVANCE OF POLICY ANALYSIS: NEEDS FOR DESIGN, IMPLEMENTATION AND PACKAGING AgEcon

This article challenges the traditional model of the economist as a humble technocrat who simply provides analysis given the preferences of policy decision-makers. Since decision-makers rarely reveal their preferences, it is important that the would-be policy research/analyst know the political economy and be willing to identify potential performance goals for society. Researchers who are willing to incur the transaction cost associated with becoming involved in useful policy research must learn to work within the imperfect policy process. Policy research that considers the importance of implementation and that acknowledges the institutions and the history will have the highest chance of being useful to policy-makers.

Role of Research and Researchers during Transition: Case Study of Lithuania AgEcon

A review of more than 100 publications and papers by Lithuanian and external experts published from 1990 to 2006 in academic journals, books and monographs, proceedings and reports is the basis for this assessment of the role research has played in the policy evolution from 1990 to present. These studies had impacts on decision making, and there are also many ways in which the experiences of policy makers have informed the agricultural economics profession and improved our knowledge and understanding of the complexities of reform and transition. Rural Non-farm Development in China and India: The Role of Policies and Institutions AgEcon
Mukherjee, Anit; Zhang, Xiaobo.
The dynamic rural nonfarm sector in China has been a major contributor to the country’s remarkable growth, while in India the growth in output and employment in this sector has been rather stagnant. The paper argues that the observed patterns in the rural nonfarm development are the results of institutional differences between the two countries, especially in their political systems, ownership structure, and credit institutions. A review of the strengths and weaknesses of the rural nonfarm economy in China and India highlights the potentials and challenges of growth in the sector.
